A: A child cannot be adopted...
...until his or her biological parents' rights have been terminated. Once those rights are terminated, and the child is adopted, the adoptive parents are treated by the law as the natural parents of that child. Therefore, no notice needs to be given to a child when his/her biological parent(s) has died.
